Statement of Accounts

Phil Chesters was not available to present the accounts. The Accounts were prepared and presented by Shaun Murphy.

John Clarke asked about the amount that is currently in the “bank” account (Now a Buildings Society Account) and why it was so “high”. Shaun Murphy pointed out that the amount in the account has been historically around its present level for the last 10 years or so. Shaun Murphy also pointed out that as we now own two Bagatelle Tables and that we are responsible for their upkeep and as such we do need a decent reserve for this and also the possible acquisition of other Bagatelle Tables.

John Clarke asked that the Committee should consider having set a “limit” or amount to which the reserve be allowed to go to which the Committee will consider.

Teams Entering the League

We have £ new teams entering the League, Upton Legion “A”, Upton Legion “B” and The Greyhound Inn. Welcome to the League.

Proposals

Shaun Murphy proposed to alter the rules and put them into two sections, Playing and Constitution Rules. The rules will then be re numbered in the sections in which that they are put.

The following was agreed:-

Rule 5. The word “League” will be inserted at the start of the sentence.

Rule 12 will be altered to:-

League and Competition Score Sheets must be written in legible writing and thiey should be checked that they are by both Team Captains. All score sheets may be posted on Social media but all Score sheets must be handed into St Werburgh’s Club, Brook Street, Chester by the following Saturday after that game is played. The winning team in League matches shall receive 2 points for a home win, 3 points for an away win, and in the event of a draw, the home team will receive 1 point and the away team 2 points.

And Rule 12 will be moved to the Constitution Rules, not the Playing Rules.

Rule 3 will be altered to:-

“A League Match is 8 “sticks” per team. From 2021 Teams must have at least 5 Players home and away, and that up to 3 players can replay to make the 8 games up, re-playing players being chosen by random lot or random number generator. All available players will play their 1st sticks first and if there is a need for some players to re play then they will re pay their 2nd sticks in the order that they have come out from having being chosen by random lot or random number generator. The random lot must be done after the 1st sticks have been played and witnessed by both Captains.

Rule 4 will be removed as we no longer have official player registration.

Rule 5 will now read:-

League matches are to start at 8.30pm. Any time allowed will be by agreement and consent of both teams on the night. If any club fails to fulfil this rule then they should be reported to the League Secretary.

Rule 9 will now be split into two rules as follows:-
1. If a team wishes to postpone a match the request must be made 24 hours before the game.

2. All postponed games must be played before the last game of the season.

Rule 27 will change to:-

Relegation and promotion shall be two up and two down should the numbers of teams in the League allow for more than one division.

Rule 32 will change to:-

Entry to Cup Competitions is on a voluntary basis (by application form) with an agreed fee to be decided annually by the Committee.

John Kenyon’s Proposal to remove the “no practice after 3pm on a Final’s day” was unanimously passed with the caveat added that practice on the night of a final game must end 15 minutes before the game starts.

So we will have a new rule that says:-

Practice on a Finals Night must end 15 minutes before the game starts.

These Rules will be re organised and presented to the Committee for approval.

Other Business

It was suggested that we organise full committee meetings to do the draws for Cup Matches and we will be looking into doing this.

It was also suggested that teams have the choice of how they spend the allocated “prize money” from Competitions. Some may wish trophies, other a cash sum, others a team trophy with a cash balance.
We will ask individual teams on how they wish to receive such allocated cash amounts from competitions; teams will chose what they want.

There was also a suggestion that Committee members should have to attend at least 50% of Committee meeting held or be removed from the Committee. The Committee will discuss this at the next Committee meeting.

It was also suggested that any money raising enterprise that the Committee are considering be put for approval at an AGM whether or not we are using any Bagatelle funds to fund any such enterprises. The Committee will discus this at the next Committee meeting.

We thank the St Werburgh’s Club and John Kenyon for the use of the hall and other facilities.

Keep Sticking Chester!

These Minutes are by Shaun Murphy.
